Our Priorities are Clear

As Congress reconvenes this fall, EPI is standing strong in our commitment to advocate for policies that protect access, promote inclusion, and strengthen community-based services for individuals with disabilities.

We know that Medicaid is a lifeline for thousands of Iowans. Yet, proposed federal budget cuts threaten to destabilize the very services that allow people with disabilities to live independently, work, and thrive in their communities.

Why This Matters
For people like Brandon, who receives daily support through EPI to live independently and work in his community, these services aren’t optional — they’re essential. Without adequate funding and policy protections, individuals like Brandon face increased barriers to living full, self-directed lives.

And as a passionate self-advocate shared during our spring visit to the Capitol:

"Without these services I would not be able to work and potentially, would have no place to live. Thanks to my job coaches, I have been able to get a job and be successful. I get a paycheck that helps me pay my bills and be less dependent on government services and others."

Her words are a powerful reminder that advocacy is about people— protecting the supports that allow individuals to live, work, and contribute meaningfully to their communities.

Our Top Priorities
Ongoing threats to Medicaid funding and workforce shortages put these critical supports at risk. This fall, we’re urging lawmakers to:

  • Strengthen services: Pass the HCBS Relief Act to stabilize funding and invest in the direct support workforce.
  • Protect funding: Oppose harmful cuts that limit access or threaten community-based living.
  • Expand access: Support the HEADs UP Act and Medicaid Buy-In Age Limit Removal to ensure equitable care for all.
