A New Way to Access Disability and Behavioral Health Services in Iowa

Iowa’s Department of Health and Human Services (HHS) recently launched a redesigned Behavioral Health and Disability Services System, making it easier for Iowans to access the supports they need—no matter where they live in the state.

At EPI, we believe that clear and accessible systems are key to empowering people with disabilities to live their best lives. Here’s what you need to know about these changes:

What’s New?
1. Disability Access Points (DAPs)
DAPs are now the central coordination hubs for disability-related services across the state. These points of contact—part of the Aging and Disability Resource Center (ADRC) Network—help individuals and families:

  • Learn about available services
  • Make referrals
  • Create personalized service plans
  • Ensure ongoing support and follow-up

This change is designed to improve access and streamline how people find the right supports—whether they’re just getting started or are navigating long-term care needs.

2. Behavioral Health Services
Iowans in need of mental health, substance use, or gambling recovery support now have a more unified system to turn to. Those without insurance or with limited coverage can receive care through the Behavioral Health Service System, coordinated by the Iowa Primary Care Association (BH-ASO).
